ADMM-Plus Cebu: US Proposes ASEAN Defence Framework
US Defense Secretary Pete Hegseth proposed a US-ASEAN Framework for Defence Cooperation at the ADMM-Plus in Cebu, while Rajnath Singh pitched India as a defence partner for ASEAN.

US Defense Secretary Pete Hegseth on 28 October proposed a US-ASEAN Framework for Defence Cooperation at the ASEAN Defence Ministers' Meeting in Cebu, Philippines. He gave no details but said work could begin when Singapore chairs the ADMM-Plus next year. The pitch comes as Manila reports a bigger Chinese presence in contested waters. Defence Minister Rajnath Singh is also in Cebu for the 13th ADMM-Plus, on 28 and 29 October.
What is the ADMM-Plus?
The ADMM is ASEAN's highest defence consultative and cooperative mechanism. The ADMM-Plus adds eight dialogue partners to the 11 ASEAN members: India, the US, China, Russia, Japan, South Korea, Australia and New Zealand. Timor-Leste is now counted among the 11 members. The 13th meeting is being held in Cebu, Philippines.
India is firmly committed to ASEAN centrality and the peace, stability, and collective growth of the Indo-Pacific region under our Act East Policy.

What Happened?
Speaking before a meeting with ASEAN defence chiefs in Cebu on 28 October, Hegseth said he wanted the partnership to be 'even more ambitious'. He proposed a US-ASEAN Framework for Defence Cooperation, a practical framework to guide cooperation over the coming years. He offered no details.
Hegseth said the United States was ready to begin the project when Singapore takes over the ADMM-Plus chair next year. He urged stronger maritime domain awareness and closer naval cooperation. In his words, serious partners 'train together, learn together, plan together'.
The Philippines, a US ally, has confronted China for years over disputed areas of the South China Sea. Manila said this month that China's military and coast guard presence in contested areas nearly doubled in September. Japan's defence chief Shinjiro Koizumi met Hegseth on the sidelines and discussed an effective denial defence in the First Island Chain. The two also committed to close coordination on munitions production.
Singh is in Cebu for the 13th ADMM-Plus on 28 and 29 October. Days earlier, he said India was ready to pursue defence cooperation with ASEAN. He named patrol vessels, radars, air defence systems, helicopters and drones. Hindustan Times reported that Indonesia is set to become the third ASEAN member, after the Philippines and Vietnam, to acquire the BrahMos missile.
Why It Matters
The proposal shows Washington wants a formal, multi-year defence track with ASEAN rather than one-off exercises. For ASEAN, the test is balance, because its members trade with China and also want security cover. India's pitch is different. It stresses ASEAN centrality and an Indo-Pacific where every country can make its own choices, which fits its Act East Policy.
The reports reviewed do not say what the framework would contain or whether ASEAN members have accepted it. Details may emerge when Singapore chairs the ADMM-Plus next year.
Concept Behind the News: What Is the ADMM-Plus?
The ASEAN Defence Ministers' Meeting is the bloc's highest defence consultative and cooperative mechanism. The ADMM-Plus brings its 11 members together with eight dialogue partners: India, the US, China, Russia, Japan, South Korea, Australia and New Zealand. Its aim is to strengthen security and defence cooperation across the region.
The First Island Chain refers to islands lying between China and the open Pacific. A denial defence tries to stop an adversary from reaching its goals by making military action costly and difficult.
The United States describes its aim as a free and open Indo-Pacific. India uses similar language, calling for a free, open and inclusive order. The Quad, which groups India, the US, Japan and Australia, also stresses maritime cooperation.

The Hindustan Times report now lists Timor-Leste among the 11 members, so the same question today would have all three correct.
